Graduate in Economics from the University of Warsaw. He has been affiliated with the Polish Economic Institute since 2018. Previously, he worked at the Ministry of Digital Affairs, where he dealt with European telecommunications regulations, including relations between OTT providers and telecom operators as well as international roaming.

He also participated in the preparation of regulatory impact assessments for new legislation and guidelines for conducting impact assessments in the governmental legislative process. He gained analytical experience at the think tank demosEUROPA – Centre for European Strategy.

His research interests include the economic effects of legal regulations, the platform economy, and digital policies in the European Union.
