Paweł Śliwowski
Deputy Director of the Polish Economic Institute, Acting Director
Researcher and socio-economic analyst, specializing in the design and evaluation of public policies and services. He has been working at the Polish Economic Institute since 2019, initially as a senior advisor, and later as the head of the strategy team. Previously, he was associated with the University of Warsaw and Evaluation for Government Organizations (EGO). He has participated in dozens of research projects (NCN, Horizon 2020, ESPON) and advisory projects, including for the European Commission, the European Investment Bank, the Chancellery of the Prime Minister, the Ministry of Development, as well as local governments such as Warsaw, Łódź, and the West Pomeranian Voivodeship. He has conducted classes for students and public sector employees as part of postgraduate studies such as ‘Academy of Evaluation,’ ‘Academy of Analytics,’ and ‘Academy of Public Sector Management.
Andrzej Kubisiak
Deputy Director of the Polish Economic Institute, former head of the communications team and an expert on the labour market
A manager with 15 years of experience in project management and data-driven consultancy. Combines expertise in analytics, research, and communication consultancy. A graduate of the University of Warsaw with a degree in Sociology and an MBA from the Polish Academy of Sciences at the Institute of Economic Sciences. He gained professional experience working for various private entities, primarily in the banking, financial, and HR sectors, collaborating with diverse stakeholder groups, ranging from supervisory boards and management teams to market regulators and public institutions. Upon recommendation from employer organizations, he served as a member of the Labor Market Council at the Ministry of Family, Labor, and Social Policy. Since December 2018, he has been affiliated with the Polish Economic Institute, initially as the head of the communication team and an expert in the labor market, later as the deputy director. He is the author of scientific publications and reports on labor market trends and migration processes.

Katarzyna Dębkowska
Head of the Economic Foresight Team
She has many years’ experience leading and conducting social and economic foresight research, specialising in the use of multidimensional statistical methods. She has published studies on business models, bankruptcy, and economic and technological foresight. She studied mathematics at the University of Warsaw and holds a PhD in economics.
Kamil Lipiński
Head of the Climate and Energy Team
Energy market analyst. He gained experience in the energy industry at SEEN Technologie sp. z o.o., the Ministry of Development, and OGP Gaz-System SA. He participated in the implementation of projects such as Baltic Pipe, GIPL, and the expansion of the LNG terminal in Świnoujście. He conducted research for entities including Deloitte, Polish Agency for Enterprise Development, and University of Warsaw. His research interests focus on issues of gas and electricity supply security and business relationships in the European energy market. He holds a Ph.D. in social sciences and diplomas in environmental engineering and energy law, graduating from the University of Warsaw, Warsaw University of Technology, and Technische Universität Berlin.
Jakub Rybacki
Head of the Macroeconomics Team
Macroeconomic analyst, author of many forecasts and analyzes. He has been associated with PEI since 2020. He gained previous professional experience as an economist at ING Bank Śląski. He is a graduate of economics at the University of Warsaw. He obtained a PhD degree in economic analysis of financial markets at the Warsaw School of Economics. He is also a lecturer at the Sociology Department of the University of Warsaw and conducts research in the field of economic forecasting and monetary policy.
Ignacy Święcicki
Head of the Digital Economy Team
He previously worked at the Ministry of Digitisation, where he worked on EU regulations on telecommunications, including relations between OTT providers and operators, and international roaming. He also helped prepare regulatory impact assessments of new legal acts and guidelines for carrying out impact assessments in the government legislative process. He gained experience as an analyst at the demosEUROPA – Centre for European Strategy think-tank. He studied economics at the University of Warsaw.
Marek Wąsiński
Head of the World Economy Team
He has many years’ experience in analytical and research work, e.g. for the Polish Institute of International Affairs or Polityka Insight think-tank. The author and co-author of various publications on the EU’s commercial policy, negotiations of international agreements, the US–China trade dispute and climate policy. A graduate from the Warsaw School of Economics, the University of Warsaw and a Fulbright fellow at the Johns Hopkins University.
Agnieszka Wincewicz-Price
Head of the Behavioural Economics Team
She studied at Warsaw School of Economics, Erasmus Universiteit in Rotterdam (EIPE) and Newcastle University. Her focus is philosophy, methodology and the history of economics. She researches the shaping and variability of preferences, rational choice theory and the philosophy of economic activity, including selected aspects of behavioural economics and their practical application in public policy. She edits the economics section of the journal Politics&Poetics.

Ewa Balicka
Head of the Communications Team
She has more than 15 years of professional experience in communication, acquired in both public institutions (BGK, PFRON) and private undertakings (Asseco Poland, MSL Group – a public relations consulting company). At MSL Group, she implemented various communication projects for financial, legal and pharmaceutical firms. She graduated from the University of Warsaw, the Faculty of Journalism and Political Science, and completed post-graduate studies in banking at the Warsaw School of Economics.
Dariusz Kościuk
Chief Accountant
He has extensive experience as a chief accountant and in collaboration with auditors in all processes related to accounting management. He has been associated with the Polish Economic Institute since 2018. He gained previous professional experience in both the private and public sectors. He organized and supervised accounting and payroll departments, HR departments, implemented financial and accounting systems, payroll systems, and management accounting systems based on Business Intelligence technology. Since 2010, he has been undergoing mandatory financial statement audits.
Kamil Mich
Head of the Organizational-Legal Team
He graduated of the Faculty of Political Science and International Relations at the University of Warsaw, the Faculty of Law and Administration at Lazarski University, and crisis management at the National Defense Academy. He is associated with the Polish Economic Institute since 2018. He gained previous professional experience in the education sector, public sector entities: (Mazowiecka Jednostka Wdrażania Programów Unijnych, Centrum Rozwoju Zasobów Ludzkich), and in the private sector, including at the Employers of Poland.
Małgorzata Wieteska
Head of the Publishing Team
An experienced editor of academic publications and manager of publishing departments, she has worked at Perspektywy publishing house, the University of Insurance and Banking in Warsaw, Vistula University, and the Institute for Market, Consumption and Business Cycle Research. She studied sociology at the University of Warsaw.
